The Kepler 69kV substation project is located in Nueces County, Texas on ETT's Koch Upriver to Valero West 69kV transmission line. The project involved construction of the new Kepler 69kV substation to interconnect AEP Texas with its industrial customer. On June 17, 2016 the project was placed in-service.
